why isn't my photo stream not syncing

I have a iPhone 5, iPad (3rd gen), and iPad mini running the most update OS noting is syncing to my cloud. I turn it off and back on didn't work, I shut down all of my iDevices didn't work I'm running out of ideas. Can anyone help me or this another do not disturb thing where it will just fix itself? Also in the App Store when I go to get a free app it still asks me for my password I thought that stopped in iOS 6?

-yes wifi is on

-the test pic is only 5 kb so it's a not wait for it upload thing

We've checked all of that! This morning, mine is working, but my sister's still is not!

Your sister will need to try turning photo stream off, then back on. Prior to turning it off, if she has any photo stream photos that she wishes to keep on her device have her save them to the camera roll by opening the my photo stream album, tap Edit, tap the photos, tap Share, tap Save to Camera Roll. Then go to Settings>iCloud>Photo Stream, turn My Photo Steam to Off, then after a minute or so, turn it back to On. Then have her take a new photo, close the camera app, then while connected to wifi with at least 20% battery life remaining see if it appears in the my photo stream album in a few minutes. If it does, photo stream is working properly now.
