The only legal way (and the only way we can discuss here) to develop for the Mac OS or iOS is to use a recent model Mac.
Not possible.
Even if you could create and compile the app on other then a Mac, you absolutely need the Mac to send your program to the App Store, no way around that.

That doesn't make any sense. Why would you want to be a developer for a platform you don't want to use?
How about $600?
I meant iOS
No different you still need the Mac iron to put the app in the store.
