I have THE solution. Not sure if it was answered. You can disable the Voice Control (not siri) by removing the voice control shortcut. Right now your phone is set to enter voice control when the home button is pressed 3 times in a row.
Go to Settings => General => Accessibility => Accessibility Shortcut => Unselect VoiceOver.
No more embarrassing phone calls. I had the same problem with my iPhone 4.
VoiceOver is not and has nothing to do with Voice Control.
so, it's not possible to turn off voice control on the iPhone 4??
go to: settings / passcode, enter your own
at the middle you´ll find "Voice dial" here turn off
Thank you Apple, for allowing my phone to randomly facetime a business client while I'm half-stripped and sitting on the can. Awesome.
Thank you!!!!!
Turning off siri doesn't turn off voice control! Voice control stops my music for no reason! I really need help with turning it off
Create a passcode. Go to Settings > Touch ID & Passcode > Voice Dial and turn off Voice Dial

What does this have to do with turning off Voice Control?
This works perfect! I couldn't stand the constant Siri answering random questions from in my pocket or voice control coming on!
iOS 9.3.3 Settings > Touch ID & Passcode > In my case, both are turned on > Switch Siri off

This doesn't turn off voice control.
It turns off Siri on the lock screen.
I have ios 10.0.1 and suddenly worthless voice control comes up when the phone is locked and my finger is on the home button. I hate it!! It doesn't do anything except for wasting my time. I don't want worthless Siri and I don't want voice control. How do I disable both?
General/restrictions and Siri is already turned off but voice control is still on..

You already turned off Siri correctly.
To turn off Voice Control, see "If you want to turn off Voice Control" here:
Tips for using Voice Control with iPhone and iPod touch - Apple Support
This took me weeks to figure out but it can be done. Very poor and unintuitive user experience though.
In iOS 10, to disable both Siri and Voice Control:
Step 1: Go to Settings > Siri and ENABLE Siri (this sounds counterintuitive, but it won't work otherwise)
Step 2: Back to Settings > Touch Id and Passcode > DISABLE Siri
That should disable both Siri and Voice Control
