Thanks for the reply but now Siri button has disappeared!!
i have ios 10.0.2
IT is not possible to shut voice activation off--even with Siri turned off
Do not kid yourselves--Big Brother most certainly is watching and Apple, Google, FB and the like are party to it! Believe.
Turn Siri on then disable in lock screen
I want to turn off Voice Control and I have to have a passcode for work.
Me too, I hate it and so does my partner!!!
I had a conversation with Apple Support and what they recommend is to leave the feedback here http://www.apple.com/feedback/iphone.html
The more users will claim this issue the faster Apple will hear about it and maybe fix it in future updates.
The answer is helpful but this is the weirdest restriction Apple has ever come up with and makes life harder for my autistic daughter who is trying to practice communication with an app on iPhone.
Howdy ashtonnicole9,
Good news! As of iOS 10.2 you now have the option to disable both Siri AND Voice Control.
With iOS 10.2 or later, you can prevent Voice Control or Siri from responding when you press and hold the Home button on your device. Follow these steps:
- Go to Settings > General > Accessibility > Home Button.
- Under Press and Hold to Speak, select one of these options:
- Siri: Siri will respond when you press the Home button.
- Voice Control: Classic Voice Control will respond when you press and hold the Home button. This will also turn off Siri.
- Off: There will be no response when you press and hold the Home button. This will also turn off Voice Control and Siri.
Turn off Voice Control on your iPhone
Cheers!

It sounds wierd but I have iPhone 6 and I did Settings-general-accessibility-home button- My voice control was turned off. (Even though it kept coming on) I turned it on anyway. Then I got out, went back in and turned it off again. This appears to have fixed it.
open settings, then go to accessibility, then Home Button, then go down to "Press and hold to speak" and choose off,
this will make your day 😉 good luck
