You must have a Mac to run Mac OS X, and by extension the iOS SDK.

So what were you trying to say? that to be able to use and install Mac OS in the Mac platform supported by vmware, the Physical machine must be Mac as well?
Yes.
The Apple EULA only permits OS X to be installed on Apple hardware. It is possible to install OS X Server and some older versions of OS X in a virtualized environment - when the host operating system is OS X running on Apple HW.
Under no circumstances does the EULA allow OS X to be installed on non-Apple hardware.
As g_wolfman said, plus, you can use VMware with a Mac platform running Mac OS X to run things like Windows, but you cannot run Windows with VMware to run Mac OS X...Mac OS X willnot run on another hardware platform even virtualized.
