You can't, unless you are in Japan with a Japan billing address on your account.
Are you currently in Japan ? If not no, Apple can permanently disable account
If you are in Japan with a Japanese billing address and payment details on your account you should be able to redeem a Japanese card onto it
Say you have a japanese account and use the gift card will it still work

Apple support states:
"When you redeem an iTunes Gift Card, the amount on the card credits to your Apple ID. You can use the credit in the iTunes Store, App Store or iBooks State as long as you sign in to each store with the some Apple ID. The credit is used for each purchase you make in a store until it‘s gone."
The phrasing "each store" implies that the same gift card can be used in various stores. If this is not so, this is very misleading to say the least.
That is correct - iTunes gift cards are country-specific, they can only be redeemed in their country of issue on accounts based in that country

Same problem but in Germany. What can we do with the gift cards?
If you bought or received an iTunes card for a country other than yours, you cannot use that card. You'll need to give or sell the card to someone who lives in the country in which the card was issued.

I bought an itunes card in netherland but im in the netherland at this time and it still say's redeem in dutch storefront
If your iTunes Store account is for another country, you can't redeem a card from another country even if you are currently present in that country. You would need to either move your existing account to the Netherlands or set up a new account in the Dutch iTunes Store, either of which would require you to also have a valid Dutch mailing address. Unless you're going to be in the Netherlands for quite a while, I would suggest you just give or sell that iTunes card to someone who lives in the Netherlands.
