Under settings-general-usage-Safari there is something that says, "Clearing the offline Reading List cache will not remove any items from your reading list." And in the upper right hand corner I am able to delete the "Offline Reading List." I've looked around the internet but cannot find anything on it, does anyone know what this means? I am quite confused! Thank you!

I'm having this same problem.... Safari is taking up 381 MB of my storage, and I'd love to see that number go down if possible, without deleting stories from my Reading List
You should be able to delete the offline reading list cache by following these steps:
Settings
General
Usage
Safari
Tap the edit button at top right
Tap the minus sign in the red circle that appears
Tap delete (appears to the right)
HOWEVER, while the cache may look to be reset immediately, when you leave settings and come back, the cache is still there. This is a bug I believe.

Running 7.1.1 here. Same problem.
Resetting my iPad, as suggested in other threads, did clear the cache, but after one night it was right back to 400MB. I think it's because of some freaky iCloud sync, but the thing is my iPhone doesn't have the same problem.
Clearing all entries by hand now...
It gets even better, as clearing by hand can't be done. There are no entries in the reading list. None. "Show all" shows an "empty" message.
Meanwhile the cache is full as ever...

You can do these settings only when Safari is running.
After doing the settings you should quit safari.

meneer, u doet iets verkeerd: na settings->general->usage moet u wachten tot het 'busy' icon is uitgedraaid, dan komt 'Storage', dan op 'Show all pps' drukken, weer wachten tot ze er allemaal zijn, dan Safari enz. U hebt teveel haast 👿

The cache stays full. After re-enabling iCloud sync I did get my reading list back though. Just went through the pleasure of manually erasing all old entries from the list. There are none left now. The buffer is still at 400MB.
That is not much buffer.
Normally you clear all buffers and history by deleting the app from the iPad, then reinstall. But that can not be done with the iOS integrated apps.
There are a lot of possibilities how to clean "Other Memory" on the iPad (space used for messages, emails, notes and data of other apps): just google it.

The point of the thread is: the option for clearing the buffer doesn't work. Whether you think 400MB is a lot or not isn't really relevant is it?
I happen to think it's 400MB too much when there are no articles to be read.
