My iphone 4s recently decided to disabled its wifi option. How do I enable it back?

My wi-fi option is also greyed out on my 4S, and has been since the 6.1.3 update. I've reset the network settings, reset all settings, and done two full system restores but the problem persists. The wi-fi networks in question (home and work) perform fine on other devices.
Now my carrier (AT&T) says they're going to reduce my data usage speeds because I'm relying too much on the 4G network, and strongly suggests I switch to wi-fi whenever possible. 😠
Any other ideas to get wi-fi enabled again?

Update: problem came back again so we are back to ground zero!
Just found out my wife also has this issue and after reading this thread we're still no nearer to sorting it... My iPhone and sons iPhone are fine so where is the issue

I was having same issue and tried almost evrything.
Updating iOS 7.0.4 to 7.1 beta and after around 12 hours wifi started working.
updating to iOS 7.1 beta solves wifi issue for me.
Do a hard reset – Press and hold the home button and the power button till the phone shuts down, screen goes blank and then Apple logo reappears.
It is worked in my phone

i thought it was shot your iPhone with a hair dryer, the put in freezer like a fish
so it's heat problem then,
