Can't connect to Juniper VPN
MacBook Pro, OS X Mountain Lion (10.8.3), Java 7

Test your Java at java.com also consider redownloading and installing the latest Oracle Java 1.7 version in case Apple's 10.8.3 update downgraded it.
Host Checker runs in Java and the Network Connect application is 32-bit only and Java 7 is 64-bit only so Host Checker will fail in Network Connect. It will work in Safari which is 64-bit.
Note: Host Checker does not work in Firefox.
I tried to reinstall java 1.7 version, but it still does not work in Safari.đ
What seemed to work for me was to go in to safari preferences and uncheck java then quit Safari. I reopened Safari and checked Java and relaunched ssl and it logged in fine. I was having the same issue with it stuck on launching Network Connect. I did a whole lot more before that step so I am not 100% sure if this fixed the problem
Here are the other steps I took to resolve the problem. It might be a combination of everything I did that fixed it:
1) Reset Safari
2) Removed Temp Files from Java
3) Reinstalled Java (Ran the installer again without uninstalling Java)
4) Reinstall Juniper VPN (I removed Network Connect from my App folder but after read that it has its own uninstaller (Network Connect > Uninstall) so I reinstalled from our FTP server))
5) Unchecked and rechecked java like I listed above.

Are you using the Host Checker in Network Connect? Because according to Juniper it should not work in Network Connect. Or are you starting it via Safari?
the issue, finally, was resolved. I tried all the things i can, including the steps you provided. It works!
I've had this problem for the past week and a half (since 10.8.3). I've gone through the steps several times and it hasn't resolved the issue for me. Any other clues?
I am not sure if the version of Juniper matters. Our deployment is able to work around by doing the following:
Close any browser attempting a VPN session logon.
Test Java - Check that Java is enabled in your browser
Once the Java installation has completed, you can verify that Java is working in your
browser.
Enable the plug-in from the prompt.
The hostcheck should run now.
Casar's fix solved it for me. Seems like java installation, nor checking the box in Safari Preferences, enables the plugin in Safari.
The original cause of the problem is Safari 6.0.3 disabling the Java plugin. Gonig to the test site the Cesar posted is the correct fix. When the issue first happened I brought down the hammer of justice to figure out the issue for the customers I support. Once I had time to go back to figure out the real problem I discovered that the Safari upgrade was the root cause. Google Java plugin and Safari 6.0.3 and you will find multiple sources for the problem.
The problem with old Juniper servers continue past Safari 6.0.4. The web plugin is disabled for reasons only known to Apple. đ The problem with the Juniper VPN sites is the embedded Java code can not be displayed. Working with Enterprise support the Hostchecker code is painting in a 1x1 pixel screen. The workaround previouse posted enables the plugin in by going to a site that can display the 'Inactive Plugin' message.
The real solution... look to Rich's script.
Hi. I have Mountain lion (Ver 10.8.3). Safari (6.0.4) and Java 7_21. My institution has Juniper (network connect) VPN through Safari.. I can not connect to vpn. It stops at " establishing secure connection" window. And doesnt progress afterwards. Can you please help me? I tried everything you mentioned except Rich's script..
Seems like you still have an inactive plugin; if you just updated to Java 7_21, you do need to quit Safari and try again. Make sure you validate Java somewhere prior to your VPN atttempt.
Just go to https://discussions.apple.com/thread/4894988?start=0&tstart=0 and verify that Java 7 is installed and running correctly. It will ask you to allow permissions to the Java applet. Click Allow. Then refresh the Juniper Host Cheker. It will ask for permissions to run the Host Checker applet. Click Allow. You should be good to go.
Thanks Cesar and arunabh. I did what you guys said yet its not helping me. java is working fine. Applet loads. It gets past the host checker. But unable to establish the secure connection. 2 questions.
also my Utilities does not have "java preferences". Is it an issue?
What do you mean by refresh juniper host checker? I have done it I think.
Now it shows something like this..
