Can someone tell me how to get my taskbar from disappearing? I've done something to make it disappear when my mouse moves away from it, and I don't know how to fix it. Can someone provide me with the steps to get it back?

You are referring to Dock. To make it permanent on the screen, open System Preferences > Dock, and unmark "Automatically hide and show the Dock"
I assume you mean the Dock.
Try any of these:
Select the Apple symbol in left end of the menu bar.
Select Dock.
Select Turn Hiding Off.
or
In Sys Prefs. Dock uncheck "Automatically hide & show the Dock"
or
Cmd-Alt-D
Not running any of the above. Let me explain what happens:
As I wrte this, I can see my 3 color radio buttons, the small book (show all bookmarks) and the 9 small squares that shows top sites. Next to that I have some of my favorite sites that I click onto. To the right there is an arrow pointing to the right which shows more bookmarks. To the right of that is the plus sign to create a new tab. Above the plus sign are two arrows, one going up, the other down. When I click on that, the forward and backward arrows appear, my mail icon, printer icon, cloud, plus a couple of others then i hvae the tool bar where I can type in a web address (www.). When I bring my mouse to above that, my apple, Safari, File, Edit, View, History, Bookmarks, Window and Help return. To the right of that is the sound control date, blue tooth symbol, date, spotlight and the two arrows going up and down. What I'm looking to do is not have it disappear anymore. Anyone who can help, it would be appreciated.

And I wish that it worked for me. Apparently, Waterfox doesn't have this option in the View menu. (I've also looked at the Waterfox preferences.) Does this feature occur somewhere else in that browser? I'll try Safari, but I wish I didn't have to.

What apps are you currently running?
A currently running app will have a small blue bubble under its icon in the Dock and when you position the cursor over the Dock icon the app's name will appear.
By any chance are you running an app named Bartender, MenuShade, or any other app which hides your menu bar?
This might help:
1)Move the cursor up to the topmost part of your screen.
2)Click view.
3)Check 'always show toolbar in full screen'.

For the others experiencing this, you may try to go to your browser's View > Always Show Toolbar in Full Screen and your menubar/toolbar should become a sticky bar once again.
