Assuming the Adapter is an Original Apple Digital Av Adapter, as other brands are known to have issues, there's really not much involved.

Plug the Digital Av Adapter into the iPad, then plug the HDMI cable into the adapter. Plug the other side of the cable into your TV's HDMI input.

With that done, turn on your Tv and select the appropriate input that the HDMI is connected to, from the AV or Input Menu option on your TV

After that you should be able to see the iPad's screen on the TV.

There's no real configuration to be done on the iPad.

I don't have a Samsung TV so I can't specifically help you on that end.

Connect the adapater to your iPad, connect the HDMI cable to the adapter and to an HDMI input on your Samsung TV. Select the HDMI input you used on your TV the use the Video App to play a movie and select your output within the app.

You have bookmarks in Safari to the iPad manual or you can download it for free in iBooks from the iBookStore.

If you don't get the dispaly on your TV, and you are sure you have selected the correct input on the TV that the iPad is connected to, you may want to restart the iPad.

Disconnect the HDMi adapter from the iPad.

Hold down the Home and Sleep buttons until the Apple Logo shows up. Ignore any sliders that may appear.

Let the iPad restart, and plug the adapter back in. After a moment the top info bar on your iPad's screen will flash blue, and the display should be able to be seen on the TV.

And just to confirm, you are not using the Lightning to 30 pin adapter?

Apple wrote:

FEATURES

This adapter lets you connect devices with a Lightning connector to many of your 30-pin accessories.* Supports analog audio output, USB audio, as well as syncing and charging. Video output not supported.

If you have a new iPad (4th Generation) with the Lightning connection you need to use the direct Lightning Digital Av adapter.

You can't go through the Lightning to 30 Pin adapter.
