You must update your payment option, don't use Paypal and put your information in manually and the problem should be fixed 🙂

Have you tried the linked instructions that have been posted a number of times on this thread, including by me higher up this page of the thread ?

After I upgrade my phone with new program from apple, now I can’t upgrade my app because my ID Apple disabled

If you haven't already done so try the instructions that have been linked to on this thread, and if they don't fix it contact iTunes Support

I have a problem since last year in my phone , my Apple ID has been disabled it's a 4s
