A few weeks ago, I bought an iPad 4 mini, but my iMessage didn't work, and it still doesn't. How can I make it work?

We dont know what "everything" is that you tried and "It won't work" could cover a whole multitude of possibilities.

Is the email address verified? You should be using your Apple ID email address.

Do you realize that you can only message with other iOS users that are already setup to use messages on their devices?

If you cannot send messages go to Settings>Messages>Show Subject Field>Off. Make sure it is turned off.
