why does ios 7 support the iphone 4 but not the ipod 4? they were both made pretty much the same time so shouldn't the update together?

seriously makes no sense

Per the iPhone and iPod touch wikis both the 4G iPod touch and iPhone 4 have the same CPU (1 GHz (underclocked to 800 MH) and GPU.(PowerVR SGX535 )
