Unable to complete activation - account not registered

I've had my iOS dev account for a while and just registsed my new iPhone. When I try and install the iOS7 ipsw I get the following error:

We’re unable to complete your activation.

This device is not registered as part of the iPhone Developer Program. If you are a member of the Program, please register your device in the iPhone Developer Program Portal.

Is there something I can do to push the activation, or do we have an ETA for when this will be available?

It is working for me. Did not need xcode.

1. search for ios 6.1.4 ipsw file through google. download it.

2. put phone into dfu mode. Google how to do it if you don't know.

3. restore back to ios 6.1.4

4. after restore is complete, press option and update in itunes and select the ios 7 file you downloaded from the developer page.

5. let itunes do its thing.

6. voila - ios 7 on your phone.
