Unable to complete activation - account not registered

I've had my iOS dev account for a while and just registsed my new iPhone. When I try and install the iOS7 ipsw I get the following error:


We’re unable to complete your activation.

This device is not registered as part of the iPhone Developer Program.If you are a member of the Program, please register your device in the iPhone Developer Program Portal.


Is there something I can do to push the activation, or do we have an ETA for when this will be available?

I have a Developer account, the iPhone 4s is setup in the list of devices and I've gone back and forth between iOS7 and using DFU to downgrade to 6.1.3. Every time, iTunes disables "Check for Update" and I only have the option to "Restore iPhone", which leads me to the activation error.


How can I enable "Update" in iTunes?


If I try to use xCode, then every time I try to put the device in development mode it says the UDID is already entered into the account and won't let me do anything else.
