I cannot text certain individuals with my iPad 2 with OS 6.1.3.

I recently attempted to text from my iPad 2 and the message was undeliverable. I have texted this person before using this iPad but the text failed the last i tried. i was able to send the same text with my iPhone to this person successfully.
