Resetting my settings worked this morning, Updates showed the apps that needed updates, but tonight the updates page is again blank. I guess I will just use the computer to do it until Apple gets their heads out of their backsides and FIXES their problem.
I have an update on my issue. I contacted Apple and they were very helpful. I paid $19.00 which allowed me 30 days of support. As of tonight after my last conversation I was informed that this is a Apple server issue. They were so nice and have refunded my $19.00. Apparently they are working hard, since 2 of my Ipad's that showed the white update screen, showed the updates and I was able to update. I wanted to also share that the Apple representative said to get things up and running it could take a couple of days. I have a mini iPad and my husband's ipad still has the white update screen. I am hopeful that everything will be working very soon.
Evidently they worked on the server issue........I had 2 updates showing this morning, and they actually APPEARED on the updates screen.....it was not blank.🙂 I was able to update and now have nothing showing on the Apps icon.
I guess they finally got the problem solved. I had tried everything that had been suggested,nothing worked. Did learn some things. This morning when I got around I noticed 2 updates so i clicked update - surprise, they were there and it updated. Just wish someone from apple would acknowledge that there was a problem, instead of me thinking it was me.
This is really annoying.
I would bet major $$ that this is because of the recent IOS7 upgrade!
Seems like a lot of issues with the new upgrade. Apple didn't get this upgrade right this time.

I have been having the same issue on my iPhone 5s iOS 7.0.4, and I found a fix that worked for me. I went to settings, then iTunes & App Store, and turned on updates under Automatic Downloads section. After doing this the badge disappeared. If I turn updates back off the badge comes back so I don't know what the deal is, but this works so oh well.
