If you bought the phone in the UAE, it will NEVER (repeat NEVER) have FaceTime.
And, in case it's unclear, "never" means there is not way to put FaceTime on the phone. If you want Facetime, sell that phone and purchase one that has Facetime.

What you need is money. Take the money to a place (preferably an Apple Store or authorized reseller) and buy the phone of your choice.

Hi, I also speak from a firsthand knowledge. I have an iPhone 5s bought from Apple Store UAE. It was activated for the very first time in a country where FaceTime is not banned, with a SIM card of a company in the same country and FaceTime does not work...
When an iPhone is built, it is initially configured depending on which country it is intended to be sold.
Of course, devices built to be sold in UAE do not support FaceTime and it doesn't matter in which country you activate your iPhone nor the SIM card you use.
You can check your model in 'Settings/general/about/model'.
Sometimes, if they run out of 'official' UAE iPhones, they sell devices with a different regional configuration. You still won't be able to use FaceTime if you use an UAE SIM card. But, if you travel abroad, you will be able to use FaceTime by using a SIM from a company which does not ban FT (maybe restore is required).
So the key is, what regional configuration has been applied to original settings (see model).
If i bought a phone from UAE and if i use the same phone from another Country whrer facetime is not banned, can i able to use facetime there or facetime will not be accessable in any country if i buy phone from U.A.E
Sorry you can't use facetime in the UAE, it has been restricted by the government.
There is nothing you can do to install it.

It doesn't work there because it's banned by law. It has been permanently removed from all iPhones sold in UAE. It can not be added. Any phones purchased there that contain it were illegally imported and re-sold.
Facetime is banned by the UAE government.
As stated by Allan and I, it can't be used or installed.

No, as noted, it's blocked by the government.

if you noticed the time as I posted and when the others did you will see why I added but I also just learned that Facetime isn't accessable there. My apologize.
There is no way to ever use facetime on an iOS device purchased in the UAE as you have been told above
Apple has simply followed the requirements of the UAE Government to allow sales in the UAE of Apple devices
So there still a slim possibility to use facetime in UAE 😉
