Why FaceTime is not working in UAE

How can I use it there? Is there anyway to install it

Or it has to do with the network functionality and no work arounds can be done

No, you will not be able to download FaceTime to an iPhone

meant for sale in the Middle East if the iPhone is no longer in

the restricted area. Use Skype or similar app instead.
