Why FaceTime is not working in UAE
How can I use it there? Is there anyway to install it

If you bought the phone in the UAE, it will NEVER (repeat NEVER) have FaceTime.
And, in case it's unclear, "never" means there is not way to put FaceTime on the phone. If you want Facetime, sell that phone and purchase one that has Facetime.

Just to make things clear with regards to the facts of life and facetime in the UAE.
Before anyone replies with attacks about not reading the thread, please note I speak from firsthandn experience.
-iOS devices sold by the two local telecoms (DU and Etisalat) and on the local UAE online Apple store do not have facetime enabled on them.
-If however you insert another sim card where facetime is NOT blocked for any reason in another country, the facetime toggle appears in the settings' tab and you CAN activate it. (I have not tried this on WiFi ios devices, I have only tried it on SIM enabled devices.) to be more specific, I sent my brother an iPhone 5 bought from Etisalat which DID NOT have facetime, but once he activated it using HIS account in JORDAN, we use facetime all the time.

You can get facetime to work in the UAE if you use Du's network. Works over both, 3g/lte and wifi. If you're on Etisalat's network, it will NOT work without a VPN.
-Facetime works perfectly on all Mac computers in the uae either on Du's network OR through using a VPN on Etisalat.
-If you buy your iOS device from abroad and it has facetime, you WILL be able to make facetime calls on Du's data network. (wifi/3g/lte)
-there are "other ways" to enable facetime, but those would void the warranty.

Need to be connected to wi-fi and have internet connection. If your signed in it may be possible that the firewall in the router is blocking the port.

It doesn't work there because it's banned by law. It has been permanently removed from all iPhones sold in UAE. It can not be added. Any phones purchased there that contain it were illegally imported and re-sold.

No, as noted, it's blocked by the government.
There is no way to ever use facetime on an iOS device purchased in the UAE as you have been told above
Apple has simply followed the requirements of the UAE Government to allow sales in the UAE of Apple devices

The phone hardware that you have was coded to UAE and it CANNOT have facetime ever on it. I don't care what you saw on your phone but it will not ever work as has been explained many times in this thread. You just refuse to listen.

This is not controlled on the handset but rather via the country’s carriers. Any IP address originating in the UAE is subject to this censorship, which explains why you can’t establish the connection with your daughter.

it also bears mentioning that iPhones sold in countries in the Middle East where facetime is NOT banned may have facetime disabled if they are used on a carrier from a country other than the one where they were originally sold.
It seems that you are unable to understand what you have been told and yes, that continued difficulty in accepting the answers is be coming annoying.
For the final time, you cannot activate Facetime on an iPhone or other iOS device sold officially in the UAE. It cannot be done, period, no matter what other speculation or guesswork anyone else may offer.
There is nothing more anyone can tell you. You wil have to sell your UAE iPhone and buy one from another country, or use a different service such as Skype.
Facetime is blocked on the Internet in the UAE, but also is blocked in the iPhone hardware sold there. If it was not, Facetime could easily be activated once the iPhone owner was outside of the UAE, but that is not the case. The MacWorld article refers to the use of devices purchased outside of the UAE but subsequently brought into that country.
