Found an iPad

Driving to work we found an iPad that had clearly fallen out of or off a car. In the case. Broken but likely repairable. I'd like to find owner. Can that be done thru the serial number or IMEI number and how would I go about that? Anyone know?

Well the owner turned up and is happy to get it back.

She had notified police of the loss but they did not notify her of the found.

All's well .......
