Sign out of iMessage on both devices. Sign back into iMessage on your iPhone. Wait until it completely activates. Sign back in on your iPad using the same iTunes account. Your phone number should now be linked to iMessage on your iPad.
How does my wife add her iPad's phone number to her iMessage?
To say the iPad is not a phone and therefore you don't need to is wrong on so many counts. She has a 3G SIM and they send text messages to it to let her know when her balance is running low, when she has topped up etc. she also needs to be able to send messages from this number to get them to add the data bundle.
Why is this so difficult? She does not have another device with iMessage. How can she add her number so she can manage her account?
Thanks

Since the iPad is not a phone, people can't contact you with a phone number, thus you cannot enter a phone number. It's done via an email address which is linked to your iPad on Apple's servers.
The number on your iPad 3G is for internet access only.
I am having the same problem. I am not able use my phone number in iMessage on my iPad. It works on my iPhone but only email works on my iPad. I signed off of iMessage on both devices, signed back on through my phone, then through my iPad. Still no luck. The only thing I can think of is that I'm using 2 different apple ID's. One for my phone and one for the iPad which is primarily for work. Is this the problem? If so is there a way to use both ID's together?
Yes, the two different Apple IDs are the problem. You can only use the iPhone number on the iPad if both devices are signed in using the same Apple ID. No, there is no way to tie the two IDs together. However, you only have to sign in with the same Apple ID in iMessage. You can continue to use a different Apple ID for iTunes & App Store, and iCloud.

It's not difficult, it's impossible. I'll restate what I said earlier in this thread...

It's not possible. She will need to consult with her carrier to find another way to manage her account. Or, find a carrier who's service is designed to work with iPads. I get alerts on my iPad when I'm getting close to using up my data. iMessage is not required.
Hi, i am trying to get my ipad to use it's own number for imessages, it seems you have done this can you elaborate how you did it please? I have gone in to my ID account with itunes and and added the phone number there although its a bot confusing how to add a mobile phone number with the area code etc. I am assuming this is where it gets the number from. Any help would be greatly appreciated.
Thanks
Cheers
Jan

As has been noted at least twice in this thread, that is NOT possible. The poster to whom you are replying appears to be talking about an iPhone.
The short answer, if you don't have an iPhone, signup for 3rd party app. Google Voice let's you do everything without the need for imessaging and have some cool features that are not available via Apple (like reading your transcribed messages in your email). You can call and video conference with Hangouts with anyone on any phone. Just ask them to signup for Hangouts. This way you can call and chat with any phone, not just iPhones. I assume one chooses iPad for its great features, not for being restricted to communicate only with Apple devices, this isn't a "feature" you want anyway.
Hi sorry I haven't got a iPhone with this account, just a 3G iPad, bit confused.
If you don't have an iPhone you can't add a phone number to iMessage.
I have the same apple ID on my iphone and ipad yet it won't let me use my number on my ipad imessage
Sign out of iMessage on all of your devices. Sign back in on your iPhone. Wait until it's actiavated. Sign back in to iMessages on your iPad using the same Apple ID.
