Typing delay after IOS 7 update

I get 15 second delay when typing on iphone 5 after IOS7 update, even inputting pin to unlock has the same delay.

I just witnessed this under IOS 8 and reseting the dictionary now results in the keyboard coming up quickly. However, I don't take that as solved. I work very hard making sure my UI responds quickly. I'm sure Apple can work just as hard to make sure whatever dictionary problem is causing the keyboard to respond slowly is fixed. Is it as simple as loading the keyboard dictionary in the background while the keyboard is coming up? The problem isn't resolved in my eyes. Just saying....
