can't swipe up to get control center

i have this problem on my iPhone 5s and on my iPad Air2 ... i cant open nottification and Control center just i had hold sleep and bottom that reset my ios Devices to work correctly nottification and Control center ... Apple Support Please fix it on iOS 9 ... pleaseeee this problem crazy me ....

You swipe up, then from within the box that comes up, side swipe.

I had the same problem with a life proof case on. After taking it off, control center was easy to get into with an upward swipe.

The Otterbox Symmetry works fine
