I'm having the same problem. Losing about 1% every 1-3 minutes. Tried shutting off almost every optional option that could use battery, restarted phone... nothing left to do. It would be great if apple could address this problem since obviously its pretty common.
I have found that when I close as many apps as possible, it seems to conserve battery. Easiest way in iOs 7 is to go to settings and then to control center and turn off. The old iO6 method does not seem to work.
Charging the device to an outlet without using it for 48 hours seems to restores lenght of battery.
Portable battery recharging is not enough electric current to extract energy. Unlike older cell phones that killed the battery if it was plugged in to an outlet all the time, smart phones need power.
I have made a habit to close out all apps before i turn off devices which speeds up all my functions when I repower.
Remember to go to settings and delete cookies, unwanted data and history. This will save data fees and disk storage. Get rid of stuff like ancient music, bookmarks and old photos.
Also backup mobile device to computer, not just to icloud save data storage, battery and you can recover information easier.
A word about devices and car charges:
Also don't leave your car charger connected in the car it drains the car battery even if car is not running.

Be adivsed I am not a tech specialist but have used these methods and have found them to work. Logic behind this method is that less the device has to keep memorized as open the less energy it will use. Smart phones are mini computers jamming all our needs into a tiny drive.
I have the same problem too. My battery got worst after the upgrade. SADLY I CANNOT DOWNGRADE. I tried all the battery saving tips for iOS7 on an iPhone 5 like turning off app refresh, disabling parallax and motion, location service, iMessge and all possible settings that may eat up power, but still find my battery draining badly. The thing is, we shouldnt be turning off those functionalities as we paid for those services in the first place. Apple obviously disregarded this issue for they surely know about this matter prior to the release. They just dont care.
I am one among the iPhone 5 users who are truly dissatisfied with iOS7, and i wont even upgrade to 5s for that matter. I am sure Apple will lose a number of loyal customers because of this, i am considering a switch to bettrr brands myself.
I have Messages, EMail, and the Phone app always in the recently used apps list, I use them all the time. I also have wifi on all the time, as I use it when I can to reduce teh amount of cellular data I use.
Yesterday, I was on the road "shopping" with my wife, and in the 5-6 hours we were out, I played a few games, sent a few messages, and listened to many podcasts. When we go home, my battery had drained about 25-30%.
If you upgraded your device form an older version of iOS, I suggest that you go into settings and perform a "Network Settings" reset. Yes, that will make you have to re-enter wifi network security keys, but it seems to be one thing that consistently reduces the battery drain on my iPhone immediately after an iOS update is installed. If I forget to do the network settigns reset, I may lose battery levels as fast as 1% per minute, but after doing the reset, it returns back to allowing me to go 18-20 hours of normal usage before it gets to a critical level.
I read somewhere it might be related to the Background App Refresh setting: Settings>General>Background App Refresh. I haven't tried this, but I will turn it off now and report back.
I have the same problem with my battery in a iphone 4s and my wife's iphone 4, the battery got worst after the upgrade.

Same problem. My battery has never drained like this and I have also tried every suggested tip possible and to no avail. Apple please fix this issue.
I did a clean restore last Friday. It fixed an iTunes bug I was having, but did not seem to fix the battery life issue.
