I am having same problem on iphone 5 vodafone india. I am having this issue only when i my wifi and 3g both are switched on. For me calling works fine on 3g. I have contacted apple care regarding this and they have told me that this may be a hardware issue and suggested me to go to apple service center as they will try it by installing diffrent sims. I am really fedup of this issue and vodafone people does not give any help regarding this. I have tried everything(restoring,reset network settings,sim re-installing,switching to manual mode,dailing*#31#) but nothing solves this issue. I think it is a major bug in ios 7 only as it was working absolutey fine on ios 6.1.4 . This problem should be solved as soon as possible by apple. Will go to apple service center tomorrow and will keep you updated.
I think iOS 7.0.2 fixes the problem.
You should try it.

So today i went to apple service center and they checked my sim by installing it in another iphone and same problem was occuring so they told me that it was a carrier issue and not a hardware issue and suggested me to talk to vodafone anout this. Vodafone ***** big time.
I'm on AT&T... Turning off wifi worked for me. Annoying though
My name is KAMAL and I am from Bangalore, India. I also had this outgoing problem on my iphone 4 - upgraded to ios 7 - tried different ways...like re-set all networks, contacted the service provider, tried in other phone..the cell one sim is fine. atlast I tried *#31# I am able to make out going calls as of now. will update if the probelm repeats.

Please fix this problem. Many vodafone users are having this problem. Its very annoying.
i just got the 5S and have the same problem (call failed every time). but i messed around with the settings and manage to find a solution that worked for me. dont know if this will work for you guys
1) updated it to ios 7.0.2
2) settings -> carrier -> switch off "automatic" and select the carrier manually (vodafone uk for me)
3) then exit settings from multitasking
4) the calls never had a problem after that
after a few hours, i thought i'd try and switch automatic back on again, so i did, and the calls still worked, which was amazing.
this worked for me, but dont know if it would work with you guys.
Changed sim today. Still not solved.

I am also facing this issue. I have iPhone-5, vodafone carrier (postpaid connection)...
When I am connected to wifi then I am no longer to place any call or receive any call more above I am also not able send or receive any messages...
I have tried every thing restore or dialing *#31# and *228 but nothing worked for me..
Even I got replacement for my iPhone-5 but still problem persist..
It *****.. dont know whether problem is in iPhone or in vodafone ..... Is there any apple executive looking into this issue or not...

I am from Poland, Europe. I have the same problem as SpaceBo described and some of you are experiencing. The only difference maybe being that only one out of several call attempts actually fail in the described way. I am on 5S / iOS 7.0.2. I also got a new SIM card from my carrier, as the old one was not a nanoSIM and wouldn't fit.
I am yet to try the "dial *228" fix, but I already tried setting carrier to manual (did not help). I will also be on a lookout whether this happens on wife's 4S (updated to iOS 7.0.2)
I am not sure if anyone here noticed that, but in my case, the failed calls do not actually hang the phone - at first I was powercycling because nothing seemed to end the call, but once I let it do whatever it was doing for a minute or two and it came back with a classic "call failed" message, but power-off was not neccesary.
@pola: which network carrier you are using?
it's Plus GSM.
