Myself and wife are also having the same issue as being discussed here. We both are using iPhone5 (16GB) on Vodafone Delhi network since past 6 months or so - everything was working fine till the ios7 update came around (we're on 7.0.2 at the moment).
As of now, the workaround suggested by Abhishek Aggarwal seems to be working (turning wifi off) but really hoping that apple addresses this issue ASAP and rectifies it in the forthcoming update.

I think this is what is changed in iOS7 that could bug our calls for one month now.
My personal oppinion, and I'm no expert by any means, is that this new protocol (Multi-path TCP) is somehow in conflict with our providers or there is some bug in the protocol itslef, or both.
This could explain why when I switch 3G off the problem disapears.
Please comment Apple?

I also had this proble - upgraded my iphone 4 to ios 7 on BSNL - CELL one carrier in India. after dialing *#31# it worked for me. but the moment you switch off the phone and on it..the problem comes back...you need to dial again *#31# to solve the issue. dont know how many of you are having similar problem...

Hello everybody.... first time here hope this helps.... at least I guess it's the best solution I could figure out:
1) Go to "settings".
2) Select mobile network options.
3) Change the Network Selection Mode from Automatic to Manual
A list of available networks will be displayed after a few moments.
4) Select any other network that is not your home provider network (vodafone Portugal in my case), any other network that don't have issues with iOS7. After a few moments you will see "No Service" on the display.
(with no service on display your iPhone will aquire that network settings on background)
5) After like 10 seconds or less select manually your home provider (vodafone) network and than change the selection back to Automatic.
CHEER UP FOLKS, PROBLEM SOLVED WITH WIFI, 3G, EVERYTHING ON
......it worked for me

I am from Brazil, and I tried everything which was said here. NO ONE TIPS WORKED TO ME.
I can't receive and make calls after UPDATE to 7.0.2.
What I did:
Reset all settings _ Worked just for only one call, and not anymore .
Tried call *#31# - Not worked.
Disable WI-FI - Not worked.
Disable Automoatic Carrier - Not worked.
Disable 3G - Not worked.
Restore iOS as a new iPhone - Not worked.
Tried to chancge the CARRIER CHIP - Not worked
I have iPhone5 and I hope that APPLE solves this ASAP.
Any tips else?
