I'm using ipad air and facing the same problem. Restart ipad can solve the problem but I have found the root cause is actually due to a paused video application in the background that lock the screen orientation and avoiding the auto rotation even you are no longer watching the video. So terminating apps and reset device may help in this case.
So have apple acknowledged the rotation problems as a bug? This is very frustrating....
As long as you know how to resolve it, rather than waiting for the bug fixing from Apple. As I think there are too many priority bug fixing tasks beside this minor issue, and it might not be cosidered as a bug. 😀
This is caused by an open application locking the screen. Double-click the home button and swipe up one at a time to close the applications until you find the culprit. In my case it's ALWAYS a stupid bingo app I downloaded, but I think it happens in a lot of apps that force a particular orientation.
No need to restart your iPad.
Yeah that solves it. Not ideal but better than nothing!
I wish this worked for me. I just tried closing all the apps but its still locked. It does reset itself if i power it down and reboot. This is annoying and apple needs to fix this. I never had this issue with ios 6.

Try this...I had same problem...
go to Settings>Settings>General>Use Slide Switch to>Mute
this fixed my problem.
I'm having the same problem. It isn't the lock switch on the side, I tried that. And rebooting it doesn't help either. I'm hoping it's a software problem having to do with ios7. It did fall off the side of the bathtub with no water in the tub the other day, I hope it didn't break the gyroscope inside. It didn't fall far and it has a pretty cushy case to protect it, so it didn't look like anything was broken. Incidentally, the up volume button doesn't work either lately.
The issue is solve by rebooting (power off, then on). All others failed. Thanks for the tip.

I've tried everything mentioned here, Control Panel, Control Center ,Lock icon, Side button seitch, reduce motion optin, and nothing works, it's stuck in a useless portrati mode.... this needs a fix FAST !!!!!

I'm using an iPad mini retina with ios 7.1.2 and its definitely an ios bug. The sensor is well calibrated as I cheked it with the Bubble Level app.
I did the restart and all other suggestions here but the orientation is mostly frozen in landscape. But if you close the cover, change the orientation and open it again the orientation change happens immediately...
