Blue scanning lines across display on iPhone 5s?

I have noticed on my new iPhone 5s that at various times I will get 2 blue lines moving vertically across the screen. They are about a quarter of a screen width apart and the area in between is shaded a transparent blue. Any idea what that might be? They go across she screen and when reach the edge move across in the opposite direction over and over until I change the screen/app. It's most common when starting or ending a call.

If you imagine a machine scanning the screen over and over, that's the best way I can describe what's happening.

My iPhone 5 had two red bars scanning across the screen when I wound unlock it. The screen wouldn't turn off either unless I pressed the power button.

I went to; Settings; General; Accessibility; scroll to Physical & Motor; turn Switch Control - off

I'm not understanding why, all of a sudden this setting has made the phone act up like this. I woke up this morning to a dead phone and then I remembered that yesterday I was having the screen shout down problem and my battery went from 75% to 40%. But the red bars scared me because I'd never had an issue with my phone and it's a year and four months old. I'm holding out for iPhone 6, so I don't want to have to buy another phone, so I started searching and the closest I could find is blue bars and a few other people with the screen timeout issue too.

Hope this helps!

I never had those battery issues. My color was blue but I don't know if that matters. Since my original post I could not find a solution even doing soft resets etc, or playing around with any other settings mentioned above. I talked to a very helpful person at the Genius Bar and he said that it was a issue when I upgraded my phone part of the backup installed incorrectly. Even after I tried several times to restore the phone from the icloud backup I kept getting the blue scanning lines. I was told the only way to fix the solution was to restore the phone and set it up as new. It was a long stressful process, but that was the only way I could fix the issue. I finally found a program that would restore my all my photos in my photo roll pretty close to how it was. . I did lose some things but I moved on from that because it was at the to the point where I could not use my phone anymore. I did find that when I set up the phone as new I did gain about 14 gigs of space. Apple person told me it was old "junk" that was accumulating from four or five years of previous iPhone backups.

All in all when I restored the phone I never had the problem again. My phone did seem to be somewhat faster although that could just be my perception. Your best bet is to do that I know it is not the solution anybody wants to hear but for me it was the only solution that worked.
