iOS 7 using up cellular data instead of available wifi?

First some background information; Yesterday 9/23/13 around 11am, I upgraded from an iPhone 4s running the most recent version of iOS 6 to an iPhone 5s Running iOS7. Sometime Yesterday afternoon I was prompted to upgrade to iOS 7.0.1 which I did immediately. I am an iCloud user and an iTunes Match subscriber. After upgrading to iOS 7.0.1 I began the process of restoring my new iPhone 5s from a backup. In addition to using iCloud back up, I had also created a back up on my MBP that morning. I decided to restore from the backup on my MBP as it is often faster than restoring from the cloud. After restoring all of the applications I went into my music app to begin downloading music to the phone through the iTunes Match service. I selected several playlists and began downloading all of the songs in those lists at which point I plugged my phone in to charge on the beside table and went to sleep. I have a fully functional 2.5 GHz wifi network in my house and am 99% certain I was connected to the network throughout this process (since I was asleep i cant be 100% certain). This morning I received an alert that I was approaching the limit of my 2GB cellular data plan. Upon further investigation I determined that not only was I approaching the limit, but that since my data plan had reset upon upgrading my phone, ALL OF THE DATA HAD BEEN USED LAST NIGHT! Considering I was not on my phone out of the house and I have wifi in the house, you can understand my confusion. Also any normal browsing or even video streaming would have a hard time generating the amount of data usage that I experienced last night. On top of that, when I went to look at my account details, it appears that 80% of the huge amount of data occurred from 12am to 1am this morning (9/24/13), at which time I was sound asleep with my phone charging on the beside table. When I investigated further on my phone in Settings > Cellular under "Use Cellular Data For:" I discovered that 98% of the Data usage was due to the Music App. Why did the music app deem it necessary to use cellular data to download all of the music from iTunes match when there was a perfectly good wifi network available? I have used this service before and never had any issues like this. AT&T has informed me that I must turn of "Use Cellular Data" in my settings to prevent this but I have never had this issue before. Also I would like to use iTunes Radio (as a Match subscriber I am very excited about this feature). But if I turn of cellular data it turns it off for everything and I will not be able to stream iTunes Radio in my car (which doesn't use that much data). I don't mind turning off cellular data for Automatic downloads and iTunes Match, but there is only one on/off switch. I either turn it off and can't enjoy iTunes Radio, or I leave it on and let my phone randomly decide to forego my free unlimited wifi data, for my limited cellular data plan and get slapped with huge overage fees. This is unacceptable and needs to be resolved quickly. Please feel free to contact me with any questions regarding my usage, setup, hardware, or the situation in general. I would be more than happy to help in anyway that leads to a timely resolution. Is anyone else having this or similar issues with devices using Cellular Data over available wifi? Has anyone heard from Apple or gotten a solution?

Several hundred k is actually not a lot of data and AT&T does download certain data from the phone for billing purchases. You are not billed for it and it does not count against your usage allowance.

But AT&T also sometimes shows data usage that was billed for earlier in the day, i.e. you see the charge each night at 1:53a but it is actually for data used in the previous day. This has been going on since iPhone OS 1.0.

I noticed this same issue with my wife's iPhone and IOS 7 when we switched to the Mobile Share Plan a few weeks ago. Before the switch, combined, our phones were only using 500-600MB of data per month, our usage was consistent and data was only showing when we used it. Now, with her phone, the mobile data is being logged even though she doesn't use it and no, it's not trying to catch up from the day as most days, she doesn't use the phone. I've turned everything off in the Cellular section with the exception of Cellular Data and in the System Services section, cellular data is still being used.

AT&T does bill the KB, it's being logged against our monthly data and it might not seem like alot, but combined throughout the month it adds up to MBs. At this rate, her data usage is expected to exceed our previous combined monthly usage with no activity on her part. I have a Samsung S4 and this behavior is not exhibited with my line so this is an IOS issue.

READ THIS!!! ⚠ There is a simple and obvious answer here. Apple is in cahoots with the cellular providers, helping them rack up more GB's, and most likely getting paid more from the cellular providers as a result. Crooks, crooks, crooks!

Gee, let's look at the solutions offered, and see how they play out:

APPLE's SOLUTION # 1) Turn OFF cellular data, if you want your iOS device to use WiFi. ARE YOU KIDDING ME??? Then, you leave home (leave wifi source) and forget to turn back on Cellular data, and miss calls, emails, texts, etc. until you finally realize an hour or two later that you need to turn it on for your phone to work properly. Meanwhile there was an emergency in the family that you didn't respond to, or a husband/wife who starts thinking you're cheating, or you accidentally leave your iOS device somewhere in public, and now you can't track it using Find My iPhone - and it'll be lost or stolen for ever. GREAT SOLUTION APPLE!!!

APPLE's SOLUTION # 2) Go into Settings > Cellular Data > Use Cellular Data For: and go down the list and turn OFF all the apps that you need to use regularly. Later, While you are now out on the town (no wifi available) using Cellular Data, your FREAKIN APPS DONT WORK, because they have been told to NOT USE CELLULAR DATA! Thus, requiring you to go back into settings to change them temporarily... And DONT FORGET to change the settings back after you're done using the app you needed to use! GREAT SOLUTION APPLE!!!

EASY FIX: Apple just needs to have a setting; "Prefer Wifi over Cellular Data" and the problem would be solved. But they DONT WANT TO FIX THE PROBLEM!

This makes my blood boil. Apple has done NOTHING TO CORRECT this, because they are MAKING MONEY scamming us. My wife just got a new iPad mini a few days ago (July 2014), running the newest iOS, Cellular Data set ON, and WiFi set ON, sitting less than 8' from a 25mbps WiFi source (faster than LTE Cellular Data) watching movies on YouTube, and all of a sudden I get an email from Verizon notifying me that we just hit 75% of our data plan, and we are only a few days into this billing cycle. The freakin iPad is PREFERRING CELLULAR DATA OVER A SUPERIOR WIFI SOURCE.

THE EVIDENCE DEMANDS A VERDICT -- APPLE, VERIZON, AT&T, (and other carriers) KNOW ABOUT THE PROBLEM, YET WONT FIX IT. 👿 DO NOT BE FOOLED, APPLE IS IN ON THE SCAM. VERIZON AND AT&T, ALONG WITH APPLE, ACT LIKE THEY "DONT KNOW WHY THE iOS DEVICES ARENT USING WIFI" WHEN I CALL THEM. (I have both Verizon & AT&T iOS devices).

ABSOLUTELY DISGUSTING. WHAT HAPPENED TO STEVE JOBS' INTEGRITY? AS SOON AS HE DIED, THE COMPANY STARTED GOING TO POT.

Just started having this problem big time with my son's phone in May/June. Went from using (mostly) <200mg/month to 600 in the past 9 days. There are lots of small ones on both of our phones at random times, cellular is off, Wifi is on and he is using 20-25,000 at one shot almost every night. He is 25, not 12 so I am guessing he is not getting up during the night, turning on the cellular, off the Wifi and looking at whatever kids look at (as suggested per one AT&T rep). Have spoken to several different reps with no success as of yet. 😠

My nephew had the same exact problem. I did some pretty logical tests to prove this (thinking of making a YouTube video) and it really ticks me off that AT&T and/or Apple would pull a stunt like this to get people pay for more data usage then they are really using. Either way the solution is simple. Just go to Settings/General/Reset/Reset Network Settings. This fixed the issue immediately. I will keep an eye on his phone for the next week or so to see if the problem returns.
