I guess it's possible that this is another Apple-Server issue, but it seems way worse than it ever has been in the past.
I would say that about 80% of the time that I use dictation, the wheel just spins and spins...and then times-out
If I keep trying to get it to work, it eventually will....for a little while...and then it will fail again.
Apple, can you tell me what is going on and how it can be fixed?

Yes, same experience. I reset network settings and thought it was fixed. And it was. For about 10 minutes!
A Day later and it is still not working or incredibly poorly working.
By the way, the DragonDictate app on my iPad seems to be working fine, so it's an Apple thing.

Yes, Dragon Dictation works just fine on my iPad with iOS 7 as well. So, the problems with Apple's dictation are certainly not anything to do with the hardware.
And, yes.....c'mon Apple.....let us know you care!!
Oh yes, always one of my first moves. No relief. Still sporadic, and mostly useless. Has anyone actually reported this to Apple? It's my understanding that they don't/can't monitor all these forums. We're on our own out here. And it's obviously an Apple problem. Same situation on both ipad3 and iphone 5. Or it's an Apple and some weird ISP/router thing. Or Apple/Verizon. Since it manifests both wifi and LTE for me.
I'd gladly report it to Apple, but I am not sure how. I'm not interested in paying them for a support call for a glitch in their own operating system. If anyone knows how to report issues to Apple without having to pay them for the privelege of doing so, I'd love to know...

I'd like to chime in and say I've had the same problem ever since upgrading my iPad 3rd generation to iOS 7. Rarely does the dictation respond equally as quickly as it did in iOS 6 (which is to say, virtually instantaneously). And often, the little circle will spin for 5,10, or even 30 seconds. Usually it will render the text, but sometimes it spins forever and I have to give up. This is a big downer, since I relied on dictation for my texts and emails. I filled out the form suggested by mary lee in az, and I hope adding my voice to this chorus will help move Apple quickly toward resolving their issue. Oh, by the way, Google voice search works great, as does Dragon, which I added in order to have quick dictation again. Very disappointing experience by a huge fan of Apple.
STORICO, your description of the Apple dictation issue is exactly the way I'm experiencing it too. And nothing has changed for the better since upgrading to iOS 7 on my iPad 3rd Gen. All other dictation apps work just fine, but not Apple Dictation.
Frankly, the only reason I have an iPad is because of the dictation function, so this is a major disappointment.

me too! I am very dependent upon the dictation function. come on Apple, help! or at least just explain what's going on. If your cloud servers cannot handle the traffic, then tell us.
I am interested to know how long ago your dictation problem started. Mine was fine until I updated to iOS 7 the first night it was available. Did your problem start when iOS 7 was launched? Even though you had not updated yet? It's just a troubleshooting thought. I'm wondering if they changed something in their servers, or if extra traffic has crushed it. Who knows? But it sure is annoying.
Dictation worked fine in iOS 6. After upgrading to iOS 7, the problems, as stated at the beginning and throughout this discussion, all began. Since dictation functions just fine with Google Search or Dragon Dictation, the problems are definitely something to do with iOS 7 or Apple servers.
Does anyone feel like dictation/Siri voice recognition performance has gotten significantly better in the last couple of days? I feel like it has for me.

Yes, dictation and Siri have definitely gotten better in the last two days. It's still not perfect. There continue to be long lags at times, but the lags are not happening as often. Let's just hope that whatever they're doing to fix this will continue until it's fully fixed!!
