After upgrading to iOS7 on IPAD 2 the back camera is not working only get a black screen switing to front camera it works once then freezes

The iOS 8 Beta 4 had no effect on the issue. Please note that this is not an iOS 7 issue. I have read report of this exact issue dating back to iOS 5.1, so it looks as if there is something that sometimes goes wrong during the firmware flashing process that can cause the camera to become physically damaged, akin to a CRT display being mistakenly set to a higher vertical refresh rate than the display can actually handle.
If it wasn't an iOS issue, why did my cameras both start working after I just installed 8.0.2?
After a year, my cameras are back. Just updated to iOS 8.0.2.
