iOS 7 making touch screen unresponsive

Since updating to iOS 7 my iPhone 5 touch screen has become intermittently unresponsive. It was fine and normal in iOS 6 and was refurbished less than a month ago (my lock screen wasn't working and I got the phone replaced). How do i solve this problem? The phone will often times not respond to any sort of touch making swiping, typing, and holding something down impossible. It has been like this since updating to iOS 7 when it came out more than a week ago.

I am just setting up the iPhone 6, and after entering my apple id and pw, it is also asking me to enter password for christoph.posch@generali.at to use for store purchase? should i just skip this step or head back into the apple store.

What is going on?
