How to keep the device from auto-downloading the update again, even after it's successfully removed:
In your router's settings, set up a block (using Access Restrictions or similar in the router's web interface) to mesu.apple.com. This will prevent the devices from "phoning home" to Apple, checking for the update and getting the download pushed to it again (it WILL get pushed again to the device, even if you remove it).
In the future to check for updates on the device, simply disable the block created above. Remember to reenable the Access Restriction block afterwards.

Following the instructions you posted, I managed to get rid of about 3GBs of the iOS 7 files out of my iPhone 5.
However, when I tried it again on my iPhone 4, it's now stuck on 'Connect to iTunes' screen.
No DFU modes or recovery modes seemed to be working, so I gave up and decided to restore & upgrade to iOS 7.
Then there was another problem, iTunes 'did' recognize the device as in 'recovery mode', downloaded the 7.0.3 update file, and tried to restore the device... but got me 'error 9134'.
I followed the instructions on forums and discussion pages, and even called the Apple Care Services for technical support... but nothing worked. Nothing.
All those 'hosts' file edit and iTunes removal(and other following services) + download/install to the latest iTunes did not work on me, and now the device is 'just stuck on Connect to iTunes' screen.
Any suggestions..?
(BTW, English is not my native language, so if there's anything that cannot be understood, tell me)

So now my Ipad has downloaded 7.0.3 without my permission or any indication that it was in fact downloading it. Still no way safe way of deleting the update file or preventing it's download once and for all.
Apple is wasting millions of gigabytes across the globe in space and bandwidth, with all the energy wasting and pollution that implies. It seems that is a better alternative that coding a small button to delete the update file and a switch to prevent auto updates in the future.

Extemely doubtful that Apple would ever allow us to "choose" what we update and when. No possible way they would ever allow us to prevent an auto update or easily delete the archive once it's positioned on a device.
They want that file there - by any means possible and regardless of the quality, necessity or reason so you join the rest of the sheep on iOS7 - whether you like it or not.

Its Easy, just block the address " mesu.apple.com" on your router and that will keep Apple from stealing your storage space against your wishes. This is the address Apple uploads all there IOS updates from.
Sounds too good to be true. But does it other necessary communication with iTunes?

I have the Apple Update Server (mesu.apple.com) blocked (I got the auto-pushed iOS 7 download on 2 devices) on all my personal routers and access points. There is no issue accessing any other aspects of Apple, like the iTunes Store, the Apple website or otherwise. If I want to actually check for an update on a device (I'd rather check through iTunes anyways), I simply remove the Access Restrictions block on the router and it's back to normal.

However, I notice that whenever Apple release a new iOS the previous uninstalled update is deleted a few weeks before the new one is automatically downloaded. Wouldn't blocking mesu.apple.com in router settings prevent the old update from being deleted?
The point is that you want the update download *off of the device* before blocking the Apple Update server. If the update is already sitting on the device, blocking the update server serves no purpose. The whole thing is to get the update off of the device, then prevent it from getting pushed back onto it.

What info do you have that makes you certain that a previous uninstalled update is deleted? Not sure about the rest of the gang - but I am not going to open my router back up in the hopes that something "might" happen.
And I would bet money that the only time the old one actually gets deleted - is when the new one has already snuck in the back door and is on it's way down to steal valuable storage space.
It's not like Apple to let us stand around for a period of time and actually get organized. They want this abomination on your device and and update badge in your face every minute of the day - hoping you will relent and finally go for it.

The first sign that the previous uninstalled update has been deleted is that the "other" memory storage reduces significantly and you've reclaimed about 2GB of memory - it's a Yahoo moment shortly lived until the next update comes a few weeks later.
The second is that in the diagnostic and error log you see the older update has been deleted.

Well...with my iPad2 - there is no way to ever see "other" until I begrudgingly have to connect iTunes - which ironically is the way this "virus" sneaked in to begin with. So it goes without saying that I would never ever connect to itunes again while I still have a nice tidy 6.1.3 install running. Hence I will never know how big "other" is (or is not.)
Diagnostic log? Do tell? On the iPad?

I don't have an ipad but iPhone4 & two iPod touch's on 5.1.1 & 6.1.3.
Under Settings, General, About then scroll to bottom of page you'll see Diagnostic & Usage.
If you've never changed that setting it will be set to Automatically Send by default. Click on Diagnostic & Usage Data and you'll see a myriad of logs.
Before a new iOS is downloaded you will see something like iOS Cleanup, can't quite recall what it actually says. When that appears in your log that is when the older downloaded but not installed iOS version has been deleted.
I would guess that at that point is when you need to change your router settings to exclude mesu.apple.com. There is no problem at all with changing your router settings to this, I'm very precautious and I intend to do this once the next iOS is released,

I used to be a big fan of Apple, but start to get bored about how Apple does this kind of things. I am still using an iPhone, an iPad and a Macbook. That said, I am de-applizing my life now. I ordered a Nexus 5 yesterday to replace my iPhone. I'm considering to order a Thinkpad T440s to replace my macbook. I hope myself can get more control of my own digital life, not Apple.
