iCloud CC 3, Win7, iOS 7: Photostream no longer syncs to PC

I have an iPhone 4S and iPad 3.

Win 7 PC.

I have been running iCloud Control Center 2 for quite a while.

Pictures taken on my iPhone would sync to my iPad and to my PC.

A couple of weeks ago I did the iOS 7 upgrade on both machines.

And then upgraded to iCloud Control Center 3 shortly after on Win7.

iCloud CC is syncing my Outlook items just fine.

But the pictures I take on my 4S only show up in the PhotoStream on the 4S and the iPad.

They no longer sync to my PC.

Tried uninstalling iCloud CC and re-installing. No help.

Tried changing the folder for the iCloud Photos. No luck.

It appears that my other photo content is getting shared to Win 7.

The shared PhotoStreams that I had created.

But no new pictures from my iPhone.

Thanks for any help. I really love this feature. It worked perfectly with iCloud 2, etc.

Some questions:

1. On the PC, if you go to My Photo Stream and do a 'Add photos' to pick up an image from the pc does that image make it to your iOS My Photo Stream? (Mine don't, but they used to)

2. Is the My Photo Stream on your iOS devices the same size? I was looking at the doc for iCloud and the way I read it was that the latest 1,000 photos should be pushed to the iOS devices. (My iPad has 1,000, my iPhone has 72)

Thanks.

For me, it was the two iOS Photo Streams being out of sync.

iOS PhotoStreams should always have the same photos on them. Same number exactly.

The PC saves all of the photos.

Anyway, the Apple rep had me sign out of iCloud CC on my PC.

Then on each iOS devices Settings/iCloud/Delete Account.

Confirmed all the warnings.

Then re-entered my iCloud id and password on the iOS device.

Things restarted and the iOS Photo Streams got loaded with the number of photos that

iCloud has.

Signed in on iCloud on the PC. It synced the same way.

Tried taking pictures on the iPhone and iPad. They synced everywhere.

So I'm back in business.

I just deleted everything on my iOS devices when I exited iCloud.

My interest is the PC syncing when I take a photo on my iPhone.

I think I should be able to take my old Photo Stream on the PC and copy them into the iCloud Upload folder.

That should get them everywhere.

This did not work for me. Did exactly as instructed (which has to be the most microsoft thing I've ever had to do on an apple device), and the only thing that happened is that when the photostreams repopulated on the iOS devices, there were 600 fewer photos in it than when I started. All the photostreams in the iOS devices still sync with one another just fine (although this has never been the problem. But it is simply not syncing to my PC via iCloud CC 3.0.

I've tried everything at this point -- uninstall/reinstall, logout/login, every suggestion in this thread. What the heck is going on here?

Is there a way to roll back?
