iCloud CC 3, Win7, iOS 7: Photostream no longer syncs to PC

I have an iPhone 4S and iPad 3.

Win 7 PC.

I have been running iCloud Control Center 2 for quite a while.

Pictures taken on my iPhone would sync to my iPad and to my PC.

A couple of weeks ago I did the iOS 7 upgrade on both machines.

And then upgraded to iCloud Control Center 3 shortly after on Win7.

iCloud CC is syncing my Outlook items just fine.

But the pictures I take on my 4S only show up in the PhotoStream on the 4S and the iPad.

They no longer sync to my PC.

Tried uninstalling iCloud CC and re-installing. No help.

Tried changing the folder for the iCloud Photos. No luck.

It appears that my other photo content is getting shared to Win 7.

The shared PhotoStreams that I had created.

But no new pictures from my iPhone.

Thanks for any help. I really love this feature. It worked perfectly with iCloud 2, etc.

I had tried the logging on iCloud Control Panel and logging back on. That worked for resycning the first time, because of the path name change, but then syncing stopped almost immediately.

I just now updated my Java from 7_45 to 7_51 and then all the unsynced pictures from my Photostream started showing up on my Win7 64-bit computer. So maybe a chunk of the issues is Java related and we're forced to keep Java up-to-date or face issues.

Oh, and I'm using the 32-bit version of Java, not the 64-bit version of Java. I'm guessing that iCloud Control Panel is a 32-bit program so 32-bit Java is needed.

My problem is that only some of my My Photo Stream pictures download to my Win 7 laptop. The number that download goes down every time I log out and back into iCloud. The first time it was around 660. The next time it was about 610, then 580. The last time I did it, it downloaded 515 pictures and stopped. There are at least 1900 pictures in My Photo Stream. There's definately more than 515 since my iPad downloaded 1000.

For reasons unknown, the iCloud 3.1 on my PC simply stop downloading when there are photos left and won't update anymore.

Shared Streams do update and work fine as far as I can tell. I've read installing iCloud 2.1 will download all the My Photo Stream pictures, but obviously shared streams don't work with that version.
