Ios 7 apps refresh

Why is it when I am multi-tasking between apps that when going back to an app like safari the page will reload. I was checking out on a web page shopping cart and went to my email for a second and when I came back to safari by double click home button and select safari the page refreshed and I had to start over with the purchase. This also happens when just visiting standard pages. I have ios 7.02 11a501.

I have noticed others apps doing the same type thing such as Dropbox. When viewing a PDF switch between apps and back the PDF will reload and you are returned to the top of the document. Please help!

I have solution for iPad, not sure about iPhone :-) easier than you thought guys!

Push home button twice to multitask screen, hold on screen of each app with two fingers while sliding downward then upward to the top part of your iPad (to swipe away the app-screen)

let me know if this work. I could get out of dark-screen craigslist app just 2 mins ago...thanks Solarc for mentioning about "multitask screen" and "second space" that I didn't understand and didn't do any help but inspired me to find my solution!! Yay!

It's late 2016 and I'm still have this exact problem on iOS 10.1. Multi task refreshes content when I go from one tab to the next. Very frustrating when you wanna check something on Safari while you're in the middle of a comment deep into your facebook feed, only to have facebook refresh back to top stories upon your return from the Safari multi task. Also same issue with games (candy crush) where you get a text, reply, multi task back to the game and it refreshes you back to the games home screen, losing a life in the process. I don't have background app refresh on and this has been bugging me for years. Glad to see I'm not the only one, but also extremely frustrated that it still hasn't been rectified after so many major updates.
