Bump! I've having this problem too. It's really quite annoying but I can't risk going over my cellular data limit so.
Apple Event: May 7th at 7 am PT
Go to Settings>Mobile (or Cellular) and scroll down to the section "Use Mobile Data For" and turn the apps OFF
That's what me and the OP have done already. We have disabled cellular data and that's the way we want it. That's not the problem. The problem is the iPhone keeps nagging us to turn cellular data back on when we don't want to.
Connect to wifi network to not see that notification.

It keeps popping up because you are not connected to a wifi network when you open Safari. Safari needs a network connection and it's telling you that there is not one available.
You can see on the OP's first screenshot he is not connected to wifi and he has celluar data turned off for Safari.
If you are connected to wifi and open Safari, this box will not pop up.
For the BBC app - you may have set PUSH on for notifications - this uses a minimal amount of you data plan - but it still uses it.
Go to Settings>Notifications and then to the BBC app and turn it OFF.
I have a similar problem. For me it is the Music app. I mostly use my iPhone 4S as an iPod. It still has a sim card in as I use it as my second phone. I however do not want the phone to use cellular data as it is a pre-paid sim card. I have therefore disabled cellular data for all apps.
But now my phone pops up a message saying that "cellular data is turned off for Music" every single time I open the Music app! Why does the music app need to have a data connection?

It appears it is already off. The BBC app is under the "Do Not Include" list. When I go in to inspect it, the Alert style is set to "None", the Badge App Icon is off, the Sounds is off, the Show In Notification Center is off and the Show On Lock Screen is off. Basically, everything is disabled.

For iTunes Radio even if you don't use iTune Radio (which still works over wifi).

We'll OP is on cellular. But in my BBC shot you can clearly see a full strength wifi signal.

Your reply is no help at all. When I'm out hiking or driving listening to an Audible book, I don't want to be constantly annoyed by reminders that I have cellular data turned off for that. I turned it off on purpose to save data. The book I'm listening to was already downloaded using Wi-Fi.

You walk 100 yards and it pops up again? Then another 100 yards and it pops up again? etc...
If so, you should restore your iPhone.
If you mean it pops up once when you open the Music app, you have cellular data Off and you are not on wifi...

Because I am listening to the audible book, every time I wake up my phone the message pops up. I frequently rewind my audiobook 30 seconds to listen to a section again. Every time I wake up the screen I get that message. If I pause my book to go read a text message or answer a phone call, when I go back to Audible the message pops up again.
I understand that it pops up when not on Wi-Fi. The complaint is, that it does it all the time. Your superior attitude is not helping.
