iMessage not syncing with iPhone 4s

Elaborate? iMessage doesn't "sync" with your phone. Its a means of sending a message via wifi to other Apple devices.

I have the same problem. I upgraded my IPad to IOS7 and it was such a mess that I have not upgraded my IPhone 4S for the latest software. Now any message and response from my IPhone does not show up on my IPad and vice versa.

Also can't send/receive messages to a non-apple phone from iPad, but I can from iPhone.

The iPad can't send texts to non-iDevices using iMessage. You have to use a separate app.

Are both the iPad and iPhone using the same address - i.e., Apple ID or email address?
