Tried everything, i.e. turning cellular data off, using Airplane mode, and rebooting, and I still can't turn on "limit ad tracking" under Privacy. What am I missing here? Thank you for any help you can provide.

I am having trouble too and this did not fix it. Anything else I can do? I am also on iOS 10, the latest version as of 5/23/17.

You have to turn your wifi and cellular data off then change your age to be over 18 then it would let you change limit ads
Try using a different Apple ID. In the settings go to iTunes &a App Store and change your email to something else. When u want to redeem then just switch back to your regular email to redeem it

-Reset
-Click “Reset All Settings”
