Wow you guys are ridiculous and this thread is hilarious I'm shocked a screenshot hasn't reached Reddit yet... not only has the solution been provided 4~ times in the thread, but you guys are so upset (some extremely upset) about a security process that is in place for your own protection, and a process that is standard protocol among every company (bank, email, etc). So threatening to go to another company doesn't matter because you'll face the same exact issue (probably worse to be honest). If companies didn't have security measures, think about how many upset people there would be because their email account was hacked into easily? And let's be completely honest here... how hard is it to remember a simple security question or the email used? I know it happens (that's how I got to this thread), but come on, it's our fault here guys. Don't be mad about something that's caused by our own stupidity. It's like going to McDonalds and forgetting to bring money then being upset when they tell you they won't accept the Home Depot gift card you have. Not the best analogy, but same stupidity.
Anyway, let's get to the solution as clearly provided in the post above mine, which knowing most will get ignored.
SOLUTION:
Short Version: Call Apple, they will send you link to reset your password.
(Yes, it really is as simple as that)
Long Version: Let me elaborate with more details for those that need it:
1. Go here to this link: Get support now
2. Click iCloud
3. Click Forgotten Apple ID Security Questions
4. Click No thanks. Continue
5. Click Schedule a Call
6. Enter Serial Number (for any Apple product)
7. Pick time you want them to call (10 minutes or 10 hours or 10 days, you pick)
8. Wait for their call.
Here's a overview of my 4 minute conversation with Apple so you know what to expect:
They called me about 6 minutes passed the scheduled time, but no big deal. As soon as the lady answered she was American (yay for non-indian support centers), and she was actually super nice and friendly. I quickly stated my problem (just need my password reset because I forgot security questions), and she replied "al right here's our gameplan, I need to simply verify you then we'll reset the password! You'll be good to go in few minutes here!". She said the best way is to answer 1 of the 3 security questions, so we did that and after a few re-tries on a couple questions we were good to go. After that, she asked what email she wants the password reset link to get sent to, and that was it.
So 40 seconds to follow the instructions above, 4 minutes on the phone, and 5 seconds to click the link to reset my password.... 5 minutes top. On top of that, American Support and no menus to fight on the phone like you do with every other company out there (Example: Press 1 for Support, 2 for Billing, 3 for Sales,etc).
And Kudos to Gail for being so pleasant and patient 🙂

What if there is no "Password and Security tab" to reset your security question.
Theres literally nothing in the password and security tab. Nothing but security questions.
this lack of apple support is disgusting.
I also have no choice of selecting "rescue email" next to my security questions. There's nothing there but the questions........ so here I am at 11:20pm unable to purchase songs on Itunes and unable to reach apple.

What should I do if I don't remember the answers to my Apple ID security questions?
Try answering them at least once to see if you can get them right, even if you are not sure you remember the answers to your security questions.
If you are confident you can't remember them, try one of the following:
If you have three security questions and a rescue email address
- sign in to My Apple ID and select the Password and Security tab to send an email to your rescue email address to reset your security questions and answers.
If you have one security question and you know your Apple ID password
- sign in to My Apple ID and select the Password and Security tab to reset your security question.
If you have one security question, but don't remember your Apple ID password
- contact Apple Supportfor assistance. Learn more about creating a temporary support PIN to help Apple confirm your identity when you contact Apple Support.

this has been a technical nightmare. I don't see this on the site... but after 90 minutes on hold and 2 dropped calls... support told me the ONLY way you can get around this is to talk with them. I had thought that my alternative (2nd) email in my ID account was my Rescue Email.... but it isn't. And you can't fix this online.

select MORE PRODUCTS / SERVICES
select MY APPLE ID
select OTHER APPLE ID PRODUCTS
select FORGOTTEN ...SECURITY.....
select CONTINUE
select TALK TO SUPPORT NOW.... and they really will call you in a few minutes....
There may be another way to do this...it's confusing....... but that is what I did.....
Please add to your post that if someone does NOT have Rescue Email.... they MUST TALK to someone at Apple. If they don't have Rescue........ this cannot be fixed ONLINE. I had thought my 2nd (alternative) email was my Rescue Email..... it is NOT.

Still up at 12:20 A.M just want to enjoy itunes music on my new phone and mac. This is ********. I lost access to the my old rescue email but also forgot the answers to my security Q's. Can't change the email without the questions. And can't change the questions without the email. STUCK AND APPLE WON'T ANSWER!!
ON TOP OF EVERYTHING ELSE, my apple id got blocked cuz i was getting my answers wrong on my security questions. I live in france, and apple support there is ****. Every time they call me, and ask me to press 1 for an expert, I do and the call drops. Wow apple, thats amazing SUPPORT.
I've had this EXACT same problem, it's been going on for a week now, I already put my iTunes gift card code in and registered it, there goes some money I CAN'T EVEN USE. Plus, this account isn't even new! The security question crap came up completely randomly, and none of apples articles or technical support helps whatsoever. They say they're trying to make sure your account is "safe", what? Safe from you using it? My friend has this exact problem and I asked her how she fixed it, she told me she don't and she's forced to only get free apps. Great service apple. Outstanding..
I have no rescue email! On top of that, Apple blocked me out of the option to change my security questions, and my account has *temporarily been restricted access to. The only difference is that it's only 9:25 PM. Apple Support is usually fast, and wait time has always been less than 5 minutes. But never when you need them most. It's almost like every Apple device/service fails at the same time, and everyone can't wait for Apple Support to dig them out (just wait until you find out that your Apple Care expired).
So, if any one of the brilliant minds at Apple could please improve online Apple Support services, I would be truly grateful. On a side note… The time on Apple.com is incorrect for the East Coast. It's not 6:27 PM (Unless something called "Apple Time" was created for the Apple Watch).
Have no idea what your "same here" is about since you don't specify, but if it is about the Rescue email address:
Manage your Apple ID primary, rescue, alternate, and notification email addresses
You have to answer your Security Questions before you can set a Rescue email address. If you have forgotten them, the it is too late to set a Rescue email address. You have to set that before you forget your password and your security questions. If you have forgotten them:

You have to set up a Rescue email address before you forget your questions. What kind of security would there be if any Tom, Dick, or Harry could type in your Apple ID, then set up any old email address to send your Security Question answers to, thus allowing them to sign on to your ID and steal everything that is on there (including your credit card).
If you have forgotten them and you don't have a Rescue email address set up already, you must contact Apple Support to get them reset:

If you would have bothered to read the posts in this thread, you would have seen that there is a very simple, painless answer to your issue. The reason the Rescue email address is a different email address than your primary one is for your protection. If someone hacks your account, and the password to your iTunes is sent to your primary email address, then you have zero security for your iTunes account.
You also have the option of setting up 2-Step Verification which completely does away with Security Questions:
To get your security questions reset (when you do not have a Rescue email address, do not have access to the Rescue email address you originally set up, or you do not remember your Rescue email address), contact Apple Support - they will reset them for you after verifying your identity:

You'd be screaming even louder, I'm sure, if you felt the security of your Apple/iTunes/iCloud ID were compromised due to a lacksadaisical attitude toward it by Apple. Ranting is against the terms of this forum. Next time, just ask your question. You'd be amazed at how easy some of the answers are.

You are trying to set up 2-step verification and you can't remember your Security Questions? Not sure how you missed the multiple posts which tell you to contact Apple Support to have them reset:

Guys, it's very simple but it takes a while; about 25 minutes on the phone with apple support.
So, all you need is your ios device, a computer in front of you, and to be logged into iTunes and appleid while you are on the computer/laptop/etc.
Firstly, go to this website: Contact Apple for support and service - Apple Support
Secondly, find your country that you live in and call them with that prescribed number.
Next, go through the call and explain what your device is, get on call with a representative, then next the person that actually fixes the problem.
The guy/woman will tell you to login onto appleid and will fix it all from there on your computer screen.
