I have the same thing, every time I launch Mac Mail, I get prompted for the my iCloud password. After I enter it, Mail retrieves the mail properly.
I had this same issue and fixed it using the following steps:
1. Close the Mail application
2. Open System Preferences > iCloud
3. Uncheck the 'Mail' checkbox
4. Recheck the 'Mail' checkbox
5. Open the Mail application
That solved the issue for me.

So far, this is the only bug on Mavericks.... except Mail crashed a few times. Maybe because of this same iCloud bug.
But, this morning, Mail doesn't have the right "sent" email and the same in Safari's iCloud Mail page.
Argh ! The "sent" folder has a bunch of old deleted emails and I can't find my important messages.
Unacceptable Apple.

My issue started originally in OSX 8.5 and then got more frequent after Mavericks. It affected Mail and also Notes.
