Of course this is abnormal. I don't have such problem in OS X Mountain Lion. After I upgraded to OS X Mavericks tonight, the Launchpad lagged when I swipped with two fingers. The screens stopped at the middle nearly all time.
It's terrible user experience. Please fix this, mighty Apple engineers!

I didn't find any GUI lag in OSX 10.8.5, though, 10.9 makingg me go bananas, Tried clearing the PRAM but lagging start again after few hours

I have this problem as well after upgrading to Mavericks. Late 2008 MBP.
Same here, but I wonder if this also happens to those who reinstall by formatting the mac? In my case I just upgraded from the appstore.
Try to :
Finder / Go / (Hold Alt) Library / Application Support / Dock / (Delete all content on that folder)
and then restart.. after while its works..

I can confirm the problem persists for fresh install.
I upgraded my old system (Mt. Lion 10.8.5) to Mavericks GM when it was out and found this problem. I thought it's just a obvious bug on GM that will be repaired when the offical version is released. But I format my MBP and reinstall the official version, this lag is still there!!! unbelievable!!! How can Apple not have repaired such an obvious problem before releasing it on App Store?
Another lag I find is when opening disk utility, the animation will freeze for about 1s, with a half-sized, transparent windows in the middle of screen. Don't know if anyone else experiences the same lag?

I have the same problem and the way kmostem supplied not work for me.
Support told me to reset NVRAM, to reset SMC and finally to reinstall Mavericks, but it did not help so I used my timemachine backup to get back to mountain lion - now i am lag free again 😉
At least I know this is a general problem. I was worried it was because my rMBP 13" (late 2012) did not have enough resources anymore to handle Mavericks.
