Launch the Console utility and look for messages around the time of the problem that might explain the cause. If you don't understand what you find, copy a range of messages and paste them into a reply here.
I believe it is something related to location services since they ar enot working at all
I see mentions of LogMeIn and "remoteservice". Are you accessing that Mac remotely? If so, does this problem occur if you try it directly on that Mac?
Nope, I am accessing it directly and Remote Management in Sharing prefs is set to OFF

How do you propose to do that?
You might use Disk Utility to run a "Verify Disk" operation.
Regarding location services, I see from your Console extract that "locationd" is crashing.

Rebuilt Directory = Done
Optimized Volume = Done
Reset PRam = Done
Reinstalled 10.9 = Done
I even repaired Permissions, nothing found at all.
I updated anything that showed in Software Update.
I did a fresh install on one of my external disks (10.8.x), migrated all my data (the exact data I previously migrated when I finished installing 10.9) and System Preferences are all fine, including the Security one. Location is also working when running Mountain Lion.
Our preference panes seem to be identical.
There are two other things you might want to investigate:
1) Although this is unlikely, look in /Library/PreferencePanes to see if for some reason there might be another copy of Security.prefPane.
2) Another possibility may be that a settings file is corrupted. One such file seems to be in your account's Library folder. In the Finder hold down an "option" key while you pull down the "Go" menu, then select "Library". In the resulting window open "Preferences". Find the file com.apple.systempreferences.plist. With System Preferences not running, drag that file to the Desktop. Then see if you can access the Security & Privacy panel.
I have exactly the same issue. Have tried all the suggested with no luck!
