Security & Privacy preference pane Error Mavericks -- NOT WORKING
Mac mini, OS X Mavericks (10.9), 2.6GHz / 16GB Ram
I managed to download the Mavericks installer from a 3rd party and reinstalled.
The problem has cleared.

In general I wouldn't recommend that approach. It can be hard to tell if anyone has made malicious changes to the installer.

I discovered something:
If I open the systemsettings followed by open the network-Preferences=>I'll got the error as described.
If I leave the systemsettings closed (that's important!!) and open then the networkpreference via "Finder=>Go To=>/System/Library/PreferencePanes/Network.prefPane" - it works!!. After do so I can all other preferences successfully open too.
I can reproduce this every time I want.

This clients.plist clearing solved my issue too. I was seeing this after doing a disk clone in 10.11.3. THANKS!
I have the same problem as leomore. I followed your commands and executed them in Terminal. No luck, I still get "There was an error in Security & Privacy preference pane." when I use my administrator password to make a change in Security and Privacy in system preferences.
After performing the Terminal commands, my computer will not re-start or shutdown. When I attempt this, the screen flashes and then goes back to the desktop. Can you suggest what I did wrong or how to resolve this? I want my system to be able to re-start and to shut down. I also want to be able to eliminate the message "There was an error in Security & Privacy preference pane." and make a change in Security and Privacy in system preferences.
