The subject pretty much says it all. Never had this problem until after the 7.0.3 update. All steps of the backup, sync, etc. occur, but then it hangs on "Finishing Sync". I usually wait about a minute and then click DONE and eject the phone.

I spoke to several "Geneii" at the local; Apple shop, "Solutions" were as wacky as they were incorrect.

I was having this problem also. Resolved by unchecking the check box Sync Only Checked songs and videos (on the device Summary tab)
and then also making sure to deselect the checkbox
Manually manage music and videos
I then selected the music I wanted to sync on the Music tab.
The sync process is very fast and finishes properly now.
That's a bandaid. Apple needs to just fix this so it works like it used to. I'm not willing to alter the way I sync music and photos when the sync is actually completing. It's a cosmetic issue.
Having the same issue... tried all the different temp solves and got just that, temp solves... returns after following sync. Although, I do have everything on my iPhone...
Made the same experience, reinstalled itunes but the sync process still does not stop, but everything ist sync´d. My ifone ends showing the sync symbol then I stopp itunes manually, everything is fine.
Has anybody noticed a change if they are running Mavricks OS 10.9. Yes, have the same issue with iPhone 4 and 5s, both updated to 7.0.3. As suggested in previous posts, selected the device, then did a sync again, the the finish sync stopped on the second attempt, agree this is not fix...
Hit Synch button on lower right and it finished within seconds and...haven't had this problem since.
@Reez99: your solution has been mentioned several times already in this thread...but it doesn't work for everyone. Also, it's a bandaid fix. Apple needs to own up to this problem and fix it.
When I plug my iPhone into my Mac at night the Mac is sleeping, but the non-finishing sync still takes effect. I'm not going to type in my password, open iTunes and go through the process of waiting for the sync to NOT complete just to hit SYNC again.
Remember, the sync is actually completing (per my phone call with Apple Support)...but it's just not indicating that it has finished.
I have tried ALL suggestions on here at least two times each. Still keep falling into the Finishing sync abyss. Not sure if it's a Mavericks problem or not but it didn't start happening until I upgraded. Mavericks is one of the worst upgrades I've ever experienced. It's caused me so many problems.
if i make a "new" change to my music section while it's stuck in "finishing" mode there, it syncs quickly with the change and stops.
i also tried this with the apps section, deleting or adding and it didn't work.
i also tried making the same change twice in a row and it didn't work.
so adding say one new song to yr iphone or deleting a playlist, both worked.
my problem seems to be related to music.
if i just uncheck "sync music" the problem goes away completely. with this unchecked i have plugged and unplugged my iphone multiple times without the endless syncing issue.
obviously this isn't a great fix, i'm only posting to help narrow the issue.

So I added one song to iTunes and then synced again .. bingo .. finished!
