incorrect apple id cannot be used to unlock this iphone

after having updated my ios to the latest version, I can not activate my iphone, and shows me the following message

iPhone 4, iOS 7.0.3

i have this problem with my 5s iphone

i use my apple id 1 year and after restore with itunes my iphone only show canot be unlocked with this apple id
