Two finger scroll not working properly in Safari and Chrome since Mavericks

Since I installed mavericks, i've been having problems with two finger scroll on my Macbook Pro. Basically it seems that if I try to scroll back pages in both Safari and Chrome, it causes scrolling to freeze up. I've tried resetting the PRAM which seems to work for a while but the problem is back. Any suggestions?

I have this same problem in the Preview app when reading PDFs. Just stops scrolling. Tap an arrow key and then two-finger scrolling on the touchpad starts working again. For a little while, at least.

srdjanfromheidelberg: May your day rain chocolate chip cookies/brownies/your preferred alternative treat. I have been working to find a fix on this for two days now and your suggestion finally made the difference.

I started having the trackpad scroll problem Friday. Rebooting fixed it then but Saturday I completely lost trackpad scrolling ability in all apps. I tried the same things Trinli- suggests above, which I found various places online, but the problem persisted. Today I decided to give it one more try, found this thread, and voilá! Doesn't matter whether yours was just the final piece of the puzzle or the complete solution -- thank you thank you thank you!

Deets: MacBook Air purchased end of January 2014 with Mavericks already installed. Mainly I use Firefox, also fully updated. I had a similar scrolling issue on Feb 12, which I solved by unchecking all options in System Preferences/Accessibility and rebooting, per a MacForum suggestion.

I checked the FF update history and see that one was applied on March 19, the day before I started having problems. I wonder if that update undid the need to uncheck the Accessibility options. (I looked at the update details at https://www.mozilla.org/en-US/firefox/28.0/releasenotes/ but lack the technical background to understand them.)

Safari: if I try scroll back, the entire page freezes - can't scroll anywhere / do anything

Chrome: just can't scroll back; no freezing

I have no idea what triggered this. Just started today and there were NO updates or installations done at all. How has this problem been around for 6+ months without a resolution?

EDIT: also just realized that "Tap to click" mysteriously activated itself. I never had this activated nor changed the settings, and it became activated (I guess) at the same time that this "Swipe between pages" problem occurred. Might be connected somehow...

Same problem in Firefox (28) - started after updating toMavericks (10.9.2) and Java (1.7.0_55). The Accesibility feature worked for about 30 seconds, then nada. But Safari & Chrome seem to be functional.

But I didn't update Firefox. Major change was the Java update that seemed to break the two-finger swipe in FF.
