Smart Playlists Not Updating on iPod

I've added new songs to my iTunes library via iTunes and the smart playlists in iTunes have updated (recently added, best this month), so I can see the new songs/albums in my itunes library and in the smart playlists in iTunes, yet they have not transferred over to my iPod. I have tried to sync my iPod via USB and the playlists still haven't updated. My iPT5g is running the latest firmware and iTunes is also running the latest firmware.

iPod touch (5th generation), iOS 7.0.3

I tried something that worked.

Back up to iCloud (if you use it). Go to Settings>General>Reset

Select Reset All Settings. You'll have to enter a password if you use it. It will ask you twice. It seems scary but will work. Once the phone has reset it looks normal. Plug back into your computer/iTunes library.

It may take a few seconds to go through a few steps and then in the last step it will reload your playlists/songs. This may take time if you have a lot of music, etc.

You should see the yellow Other category go back to normal size. If you are getting an Over Capacity error, wait until it is finished syncing. It should go away.

You will have to reconnect to your wifi and reset minor settings (password, timing, etc.).

After trying everything I could, this finally worked. Proceeding syncing finally goes smooth and quick (as it should).

Another option is to Erase All Contents and Settings. This will work too. It will bring your phone back to its factory settings (like out of the box). This options requires you to repick Apps and put them in the order you want. And requires you to load all other options. I've done both (with different devices). The first option is a lot easier.

I can't believe it's been 10 months since IOS 7 was released and there's still no fix for this. I've tried every technique imaginable mentioned in all posts in these forums and none of them worked. Even the most stable workaround, which was to uncheck Live Updating for the affected Smart Playlists starts to fail eventually. It seems like such a huge fundamental problem to not be addressed.
